One account scope for the whole app, per device (localStorage — the phone
can stay Personal while the Mac is on Work). The home top bar's two-way
toggle sets it; the dashboards' Personal / Work / All switch writes the
same value. It scopes the home sections (waiting for feedback, running, new
notifications), the drawer list (replacing its account chips), the
/conversations grid, the /notifications history and the dashboards, and
is the composer's auto account when no project tag routes one. The segment
that is off carries a dot counting what it hides.
Replaces the server-synced `settings.accountScope`.
