Gabriel Vidal 3ce95a12ff feat(frontend): ＋ New project in the composer, New projects in Settings → Users ...

A guest allowed to start projects gets ＋ New project at the bottom of their
project pill (the remaining quota, the address it lands under; disabled with
the reason once the quota is reached); the owner gets a New project toggle in
the composer toolbar. Settings → Users: a Can create projects switch and an
address bucket per guest, the New projects policy card (quota, templates and
which need approval, visibility choices, creator level) and the recent
requests. The thread follows ConversationDetail.continuedIn into the project
a New project moved it to; the app's own turns render as a neutral app card.
API types regenerated.
