Gabriel Vidal d18466752e feat(frontend): plan usage — card chip, Details card, dashboards, /dashboards/plan ...

lib/pricing.ts mirrors the per-version price book and tokenFlow splits per
model; a 'Plan %' chip (≈0.4% wk) on conversation cards; a Plan usage card
in the Details drawer with a per-model / per-effort table; Conversations
dashboard panels for spend by model version and $ per 1 % over time
(low-confidence fits faded); and an owner-only Plan usage page: 5h/week
gauges, history, observed vs predicted with the untracked share, the
calibration in force, recalibrate, and the monthly ceiling. Mock backend
seeds the new endpoints. Regenerated API types.
